Temptation

While watching my favorite TV show last night, Saving Grace, the issue of temptation was presented. I wonder ... If people don't believe that there is a devil, where does temptation come from? Do other people tempt us? Do we tempt ourselves? Does God tempt us, just to test us? It just seems there has to be some main headquarters where it all happens. ;)
